  1. Background

Thakhek is a town in south-central Laos on the Mekong River and facing Nakhon Phanom across the river by the Third Lao-Thai Friendship Bridge to northeastern Thailand since 11/11/11. Thakek is the capital of Khammouane Province. According to the national consensus in 2015 Thakek has 97,108 population (villagers) and 91 villages, 18.743 households. There are 35 villages located within the Thakhek municipal with 9.286 households and 49.262 villagers. The waste collections are able to cover only 28 villages. It is estimated that about 35-40 t/day of waste material generated in 28 villages.  Based on the base line study, there is no segregation activities at sources. With the envisage to strengthen the policy on segregation of recyclable material, the awareness campaign on the segregation activities need to be conducted, where people need to know and understand about the integrated approach for waste management, the benefits and how separated and recycle waste material, sources and types of solid wastes, waste characterization, waste management strategies and 3Rs principle as waste reduction at source.  According to the planned during the visit and discussed with the governor and Thakek urban development administrative authority, seven villages which located downtown Thakek city have been selected as to start the awareness raising campaigns.

  • Familiar with the Demonstration of BAT and BEP in Open Burning Activities in Response to the Stockholm Convention on POPs” and Stockholm Convention
  • Increase awareness of stake holders, targeted villages and schools on Integrated Management of Waste Material and Health Hazards of POPs
  • Solid Waste Management Technologies and BAT as Alternatives to Open Burning

 

  • Specific Outcomes
  • Awareness of stake holders including government officers, villages, students and waste collectors in Thakek on Management of Waste Material and Health Hazards of POPs increase
  • Separation of waste material and recyclables at sources increase

 

  1. Target Groups

There are three main targets group that are envisage to involve:

  1. Government officers and stakeholders
  2. Villages and schools; Thakek Kang Village, Nabo Kang Village, Som Saat Village, Chomthong village, Chomcheng secondary school, Lao- Viet secondary school, Na Bo secondary school, Technical Training school,
  3. Waste collector and scavengers; waste collection companies including workers, scavengers and people work at the landfill

The contents for the workshops include:

  • Goal and Objective of the “Demonstration of BAT and BEP in Open Burning Activities in Response to the Stockholm Convention on POPs” and Stockholm Convention
  • Solid Waste Management: Issues and Challenges
  • Open Burning’s Sources of POPs Generation and Health and Environmental Effects of POPs
  • Types of waste material and composition and separation of solid waste material in Thakhek and Potentials for recycling activities
  • Integrated Solid Waste Management; Generation: Sources and Types of Solid Wastes, Waste characterization, Materials Recovery Facility (MRF)
  • Waste Management Strategies and 3Rs Principle as Waste Reduction at Source
  • Solid Waste Management Technologies; BAT Alternatives to Open Burning, Best available technology and best practices of solid waste management and its implementation in Thakhek to reduce waste dumping and open burning and extend landfill lifetime – (MRF)
